In financial crisis, a defensive war started for the industry. The government's support and guidance promoted the reverse of V-shaped development of Chinese textile and apparel industry in 2009.

During the reverse, textile and apparel was re-established from the sunset industry as the traditional pillar industry for the national economy and significant industry of people's livelihood with international competitive edge, bringing confidence for the industry. Policies as the increase of export tax rebate and industry transfer provided great assistance for the enterprises and helped them overcome the difficulties. Among them, upgrading and transformation was bound to be the mainstream of the development.
